I think Marcus meant like publicly told people. How would Marcus know if she told Harry and the gang, they have not made any of the information public, so I'm guessing Marcus assumed that Hannah would be too afraid and Harry would be too upset to ever be around Hannah again, or at least in enough time for Hannah, if she was brave enough, to explain. I hate to admit it, but I think our malevolent Marcus is more intelligent than we give him credit for.
